Steam Boiler works strange with Fluid Reactor

IC2 2.8.164

I don't know it's bug or not, but Steam Boiler sometimes (every ~20 seconds) for 1 tick stop producing steam when working with Fluid Reactor

Have no time to check the planner, but are you sure the reactor is supplying enough hot coolant to keep the steam reactor running nonstop?

Yes. Reactor produces 200 HU/t for 2 Liquid Heat Exchangers (100 HU/t each)

Moreover, this problem occurs even when reactor produce more heat than Heat Exchangers may consume

I have met the same problem with older versions of IC2 before, but currently I can't reproduce this. What direction did you built this in? Did this affect the EU output?
