I have been look for a mod that has Electric Shears (like the mod more treetaps) so that it is easier to get wool and leaves

I think this is a very good idea, and I hope somone makes an add-on for it! Perhaps F4113nb34st could incorporate it into MTT or better yet, as a standalone.

2, the chainsaw was supposed to get shear functionality for vanilla IC -
That may have been the plan, but I haven't seen it yet. Cutting leaves with the chainsaw just destroys them, cutting sheep with it kills them.

I take it you are asking hypothetically, rather than rhetorically. Try it yourslef - it doesn't work.
It would be great if the chainsaw were given the functionality of shears, but until then, we could use an electrical version of the shears. -
