I'm not sure how that guy's measuring the EU of the reactor, actually. It must be some sort of add-on that I have not seen before.

The one that I saw on that video and recognised measures hull heat, it emits redstone at a given temperature, which he has coupled with wireless redstone. The mod is Thermal Monitoring for Nuclear Reactors, though as that isn't currently compatible, you may be interested in Nuclear Control.

I suppose gigagames wants a device which outputs redstone power when a certain number of EU/t is reached. Not heat. Not something what shows how much EU/t a reactor will output. Just a cable-like device outputting redstone power when enough EU/t are flowing through it. I think.
But the EU output is constant and doesn't fluctuate, not really needing monitoring. If you're messing with nuclear power, you should have a fair idea of how much power you'll be generating.
In the shown design uranium cells are taken out of the reactor for cooling, or better non-heating, so the output does fluctuate.
