how do you know when a Reactor is 100% cooled off?

if heat dispensers are with almost no damage, reactor is cool.

Put an Iceblock in, and if it melts, then the heat was over 300.

But what if it is less than 300?
It's not completely cool...

Having played around the other day, if ALL of the components have NO DAMAGE AT ALL (as in, the green bar goes away), then the reactor is 100% cold (0 heat anywhere). And it does happen.
