Honestly, the best thing I have found useful from the mining laser, is using the explosive shot to break entire areas of glowstone at once, and letting it rain down to where I can collect it. That way, I don't have to worry about making annoying towers, staircases, or waste my time building a jetpack.

Makes it a 50/50 usage ratio.
And I'm quite sure a lot of people are using it for mining as well
More like 70/30, in favor of a rechargeable bow+arrow before we had enchants...

95/5 for me. The power of spamming insta-breakage using low-power setting is a bit beyond anything else in the mining arsenal, in 2012 and now (except the old EE2 stuff, but by that point you don't need no mining)
