Yes, ic2 experimental exists on 1.19 https://jenkins.ic2.player.to/job/IC2/job/1.19/.
It is generally not possible to seamlessly port worlds across minecraft versions due to the numerous changes they go through when porting. Blocks and items that existed in the mod in 1.12 may not exists in 1.19 and vice versa. You're also not getting any of the new vanilla worldgen changes either. Porting worlds across versions is not recommended and will likely result in world corruption.
If you want to start playing a new mc version, especially when the difference is this huge, you'll have to start over.

Hi, unfortunately this is not possible. IC2e and IC2c are two different mods, each with their own unique IDs, that only share their name. If you really want to keep your original world, I suppose you could replace each block manually in creative. There's no easy way around it that I know of.

Canning Machine recipes can only be removed programatically, unless IC2 Tweaker can remove recipes. You'd have to create a mod and remove the recipe from the recipe manager

Generally, their connections can be set by using a Wrench.
Or, when placing pipes, you can click on an existing pipe to automatically connect them.

Unfortunately, I don't think so.
Aside from the few updates the devs have posted on the forum, there isn't any other information. The closed-source nature of the mod doesn't help the situation either.

Nope, output tiers are hardcoded. You can use 2 reactors though

The Wind and Water Mills have been replaced with Kinetic Water and Wind generators, so use those instead.
Something curious: I put the IC2 classic mod and the Watermill work fine, so latter when I put the industrialcraft-2-2.2.828-experimental the watermill still there but the recipe and the NEI still not working
Actually it's quite reasonable. IC2 Classic is a different mod with old-style IC2 content, including the Mills.

It might not be possible to open-source the project without consent from every previous developer.Visible source would be fine, too. At this point I'd accept any solution that lets me contribute, rather than having to watch this mod suffer.

What pack are you playing? Certain packs, such as FTB Infinity Evolved, have a limited set of recipes
