1. How much EU does it store?
2. How much EU does it use per operation?
3. Does it recharge from a batpack (or charging battery) when partially discharged?
1. 10k, just like Electric Treetap or Electric Hoe.
2. 100, and again just like Electric Treetap or Electric Hoe.
3. From batpack definitely yes, but not sure about the charging battery (didn't test it) - still, should charge.
About the recipe: I accept ideas to put something into the craft instead of small power unit but it shouldn't be too complicated.

Yea, this is actually the first thing I found when searching for "Electric Lighter". It was kinda frustraiting to find out there's no such addon. So I figured out, why not to make one myself. ¯\_(ツ)_/¯
Electric Lighter
A little addon to your collection that adds (as you may have already guessed) Electric Lighter!
Works just as any other tool, with just one con - it can't be instantly charged when pressing RMB with a charged batpack if Electric Lighter is fully discharged (maybe I'll fix it in future if I figure out how).
But other than that, it's pretty cool to have a portable fire source which won't break.

2: Is in your mod declared that your mod has to load after IC2
3: Did you try to load recipes not on Preinit (init is the recipe state)
4: If that was the case what about post init.
5: If that still crashes do you have the right itemName? (If you access ic2 items)
6: If everything fails then push a crashlog.

For some reason when I try to use IC2 recipe manager game just crashes during loading throwing java.lang.NullPointerException: Initializing game. Maybe I'm doing something wrong? The recipe is shapeless, and works if I use forge's GameRegistry.
You should create your own Creative Tab.
Oh, okay. How do I add discharged and charged states of my item to the NEI then? Currently it is there without any metadata\damage value.
If it is only a 2-5 items mod then use the ic2 creative tab.. I mean why spamming Creativetabs...
If it is planned as big mod then you should do one of your own...

Alright, so I've seen some tutorials on how to create a basic IElectricItem, but the info is out of date. A lot has changed in IC2exp. For example, getChargedItemId and getEmptyItemId are now just getChargedItem and getEmptyItem respectively, so I have no idea what to put in there. I just can't figure out the basic code that's required for an electric item. Can someone share knowledge with me?

Hmmm I don't now, but I really want to see some kind of Horizon city map (zombie apocalypse) with IC2 stuff, it will be greatly appreciated if someone will make a map like this. Also, I'm using IC2exp and it will be unreally appreciated if you will make map for it
The reason why not FTB is that I don't really like it. I only like my custom builds with mods that I want xD
Anyway, I want to be "surprised" by you and if you will make map with zombie apocalypse where you need get up, craft and free city from zombies it will be really cool.

Мог бы и на русском написать. Здесь не запрещают же :). А про блоки эти: почему бы и нет? Алблака вон все устройства в 1 ID засунул с метадатой, ему сделать ещё будет не сложно, хотя у метадаты лимит 15 помоему. А щас как раз 15 блоков в 1 ID.

И ещё, вот это пофикси, надпись не затемняется если открыть инвентарь+плиз поменяй положение надписи направо, ибо оно у меня сливается с другим текстом:
