Well you know how in RP you can place covers and pneumatic tubes within the same block? Well why not cables?

The short answer is 'No'.
In order to place cables in the same block as RP2 entities IC2 would need to depend on that portion of RP2 and add it's types to a (likely) already packed system. What will eventually happen is Eloraam will create some way of interconnecting the power grids and then you can use RP2 blutricity wires to send power.

I would suggest waiting until we get Construction foam coating for wires.

You can still use RedPower2 Covers with IC2 Cables, but you will need a little more creativity for it and Space, since you will need to use 8 block Spaces to make a decent square cover for the cables (4 for the X cover and 4 for the X cover strip)

Maybe... just maybe Redpower gets an API for such things. This would mean that Alblaka could create some kind of addon which makes his cables "coverable". But actually Eloraam don't want to do this, but she might think about it again sometime in the future. But don't count on it.
