I know you have a server. What mods are installed? I would really like to know for client use or my own server.
Its not really a Server, its just a good Computer with a bunch of Cabling, to run Minecraft-LAN-Parties.

Glowstone is more scarce than netherack (But not so much), and the difficulty to get it early on also.

the bulk of the difficulty for both is getting to the nether for the first time. if using netherrack needs to be harder we could always implement a machine recipe like [1 stack of netherrack]=[1 gunpowder] or [1 stack of nether bricks]=[1 gunpowder] with the ability to compress netherrack into bricks. we already have incentive to tap the nether for all its lava, glowstone, and nether brick within a practical distance why not exploit the nether rack while we are at it?

Because netherrack is as abundant as Clobstone (Heck like 70% of the whole nether is Netherrack). Glowstone is not. I want to make gunpowder a little easier to obtain not to make it exploitable like hell.

Why not 9 neitherrack dusts-1 dust we can use to craft TNT?
That would be fair enough.
