Hah, well, it is better to put water source above reactor where it can't be evaporated, and let it flow everywhere around the reactor. Or when reactor surroundings are highly flamable. -
Running SUC reactors with one chamber is risky IMHO because you have a low ignition temperature. I'd use at least one extra chamber in those case.
Also, how can you expect someones first reactor to pump 3 water buckets per second to it? That's probably not going to end well.
Lads gotta learn somehow. -
it heats up to 24/25 ticks of heat per cycle, but stays stable at that number.
If it stays at that number, it is OK. It is due to a way reactor works.

(Component melted?)Look 2 posts above. In this case, component will definitely not melt. No component is able to gain 10000 heat over few secs, since max heat input would in theory be 4 * 40 + 25 = 145 per reactor tick. 4 * 40 because uranium cell surrounded by 3 another uranium cells would provide 40 heat to nearby component. 4 of those provide 4 * 40 and HD can absorb max 25 heat from hull every tick.
In this design, HD melts after about 1m 14s, which is 10730 heat absorbed if it absorbs 145 each tick. HDs at the bottom are there to help reactor survive until meltdown. Reducing their amount does not change meltdown time, so I guess my calculations are very close to reality. -
