What the hell are engines and tanks? Are you talking about buildcraft? This is not buildcraft.

Perhaps run a Coolant Cell through an extractor again.

Overheating machines? Do you mean overheating reactors? Are you sure it's a good idea to cool down a nuclear reactor that fast and to heat up liquid nitrogen that fast? You know, structural integrity and expanding when heating. This could lead to some explosions.
All in all, I like your ideas, except from the parts I quoted. However, if I remember correctly Alblaka said something about not adding liquids. Also, the Distiller would require more uses before being implemented.
If I remember currectly, coinstacks haveb't existed in IC² ever, only in IC. But I could be wrong.

In 1.2.5, Dense Copper Plates didn't even exist.
The major reactor change occured in 1.3.2.
It was rejected LOONG time before i implemented it, and also long time before Rocketscience came out.
I think you forgot a few O's. It was first rejected on 28 February 2011 - 07:32 PM.
Just to mention it: Fusion reactors were suggested before fission reactors were implemented. I suggested them. It was the 8th suggestion ever made for IndustrailCraft. Get new ideas!
No more wait man, custom recipes let's you make fuel itens and custom recipes, of course.
Does it allow costum items to be put into IC² fuel and costum machine recipes?
