Nah, the lighting is flashing on/off constantly, while the fuse box is "fzzzling" like a creeper :D, something is wrong thats obvious.
May be voltage fluctuation, although the other apartments were just fine.

But the splitter cable does not cut the electricity off when the voltage is too high - which is the main function of a fusebox/breakerbox. -

Easy, just use cable which would fry at a higher voltage. When that works again -
that doesn't always save the machine... i've had the machine explode, then the wire between it and the power source 'smoke.'

Is it bad that when I finish in the loo, and open the door, my cat instantly comes in to drink toilet water? Then my dog does after the cat is finished. Is toilet drinking normal, especially if they drink like half the water in it?

No, you should give them more water normally and punish them (water sprayer or something) when they drink from the toilet, it can end up with very bad infections, or, if you clean it properly, bleach poisoning.
Make sure their water bowls are full of cool water (try putting some ice in it) because, like we do, they prefer it when it is cold. -
They have water in their bowls, but they seem to prefer dirty water. My dog at least seems to.
My cat on the other hand tries stealing from your glass if you're drinking water or milk, and has tried drinking it directly from the tap before. Being 16, my cat ain't got that long left. Pretty sure if he had Twitter it would all be YOLO stuff. -

My cats constantly open nearly closed doors, so unless your toilet seat has a lock on it, they can get in ;p -

No, the whole point is its always closed to stop them! It's when I open it to leave that they can get in.
