yea i do that

JVM Arguments: -XX: PermSize=256m

i install forge and put all the mods in the mods folder.

but it still crashing :c

Is that the only argument you have? Because you'll want to also increase the memory allocated to Java as well (1 GB minimum, to around half the RAM on your machine as an absolute maximum).

Here is the crash in a .txt
JVM Arguments: -Xmx1G -XX:+UseConcMarkSweepGC -XX:+CMSIncrementalMode -XX:-UseAdaptiveSizePolicy -Xmn128M -XX: PermSize=256m

Here is everything i do:
-Download All mods
-Download and decompress scripts.zip in the scripts foldel of Minecraft
-Download and decompress config.zip in the config folder of Minecraft
-Download forge
-Install Forge
-Create "mods" folder and put all the mods there
-In forge 1.7.10 profile add -XX: PermSize=256m
-Launch and crash

im missing something?

Try -Xmx2G or even -Xmx3G

There is a space after the -XX: remove that. Other than that it seems that you have followed all steps.
