In fact, if you hold a painter in your off hand, then any cables you place will be automatically painted as they go down, so there is no fear of them touching whilst you switch to a painter like there used to be.

From what I know, it's a bug in unidict. I bugged SnowShock about it and he said, that it'll be fixed in the next update of the FTB packs.
I personally mostly use wind turbines to power the miner, but you might need to use transformers as well, if you do that.
HV solar panels (as the name already says) emit High Voltage (512 EU/t), so you'd also need a transformer.
You could use a Thermometer from Nuclear control to measure the heat and just use some redtsone to cut off the power, if the heat goes up.

The reason why it shows a different number in the eu reader as it says in the gui of the kinetic generator is because of energy loss. It looks like you're using 4x ins. HV cable, which has a energy loss of 0.8EU/packet/block loss.
